Financial Disclosure Management

Financial Disclosure Management (FDM) is a secure, electronic filing system through which authorized users file and maintain required financial disclosure reports — operated by the Office of the General Counsel at the direction of the Department of War.

The Program

Secure Electronic Filing, Army-Managed

Financial Disclosure Management (FDM) is a secure, electronic filing (e-filing) system for its authorized users to file and maintain required financial disclosure reports.

Filing

Which Report Do You File?

The form you file — and the system you file it in — depends on your position. When in doubt, consult your Ethics Official. You can find the required Annual Ethics Training for Army Personnel here.

OGE Form 450 — Confidential Report

Confidential financial disclosure filers use FDM to complete and maintain the OGE Form 450. Consult your Ethics Official or the Army Ethics Law Branch for information and assistance with filing.

OGE Form 278e — Public Report

Senior Army Officials — generally General Officers and members of the Senior Executive Service — file the OGE Form 278e Public Financial Disclosure Report using the Integrity system. Contact your Ethics Official or the Army Ethics Law Branch for information on filing this report.

Public Access

Requesting Copies of Reports

Requests for copies of OGE 278e reports and other covered records must be submitted using the OGE Form 201.

Access the form through the U.S. Office of Government Ethics forms page, and submit the completed form to the Ethics Law Branch for processing.
