Qualification stepsThe Army Roster of Neutrals
The Roster is composed of Army employees who offer their services as mediators to Army organizations on a collateral duty basis.
Mediation services through the Army Roster of Neutrals are provided free of charge to Army organizations; a majority are conducted virtually. The Neutrals are located throughout the world. The Army ADR Program Coordinator assigns an appropriate mediator from the roster. Two mediators are assigned to each matter, and they will utilize the co-mediation model.
Neutrals on the roster have received extensive training in facilitative mediation and have varied backgrounds.
Although ADR is available to all Army employees, ADR Case Managers/Coordinators are the only personnel that can request a mediator from the Army roster. Ombudsman, LMER, HR, EEO, MEO, Legal, and IG, are ADR Case Managers/Coordinators and will assist you in making a mediation/facilitation request.

Submit the Agreement to Mediate in Good Faith signed by all participants, together with suggested agreed-upon dates at least two weeks after the request. Do not change a requested date without prior approval.
Choose Microsoft Teams or telephonic mediation. Organizations requesting in-person mediation are responsible for TDY costs and must coordinate with the roster manager at least three weeks before the mediation.
Provide party and subject-matter-expert contact information. Submit the organization’s Negotiated Settlement Agreement template at least one week before the mediation.

Get Qualified on the Roster
The Army Mediation Program generally uses a co-mediator approach. An experienced lead mediator may be paired with a formally trained co-mediator who has little or no experience. Participants benefit from two mediator perspectives, the lead receives assistance, the co-mediator gains experience, and the Army expands its qualified mediator capacity.
