The Ethics & Fiscal Practice Group serves as the senior career legal
advisors in the Army on all Government ethics and fiscal law matters. The
primary client is the Secretariat but the Practice Group provides
authoritative advice and counsel Army-wide in the areas of ethics and fiscal
Law. As Executive Agent for the Department of Defense, the Ethics & Fiscal
Law Practice Group manages and operates the Financial Disclosure Management
(FDM) system (an electronic financial disclosure reporting system mandated
for use DoD-wide), and the After Government Employment Advice Repository
(AGEAR) system, a statutorily-required database for certain post-government
employment ethics opinions.
