Inclusion As A Qualified Neutral On The Army Roster Of Neutral
The Army Roster of Neutrals is composed of Army employees who have had at least 40 hours of approved professional training as an Army ADR neutral and agree to abide by established ethical standards.
Army employees who have taken a 40 hour Basic Mediation Training and want to participate as a Roster Neutral must submit an application to the HGDA OGC group mailbox,
attention Roster Manager, with a copy of the training certificate and supervisor’s endorsement – attesting to the organizational support of the employee’s service as a mediator.

To remain active on the Army Roster of Neutrals, every quarter neutrals must participate in 4 hour training provided by the Roster Manager and must participate in a mediation at least once a quarter.
Training or ADR experience outside the Army will be examined and may potentially satisfy these requirements.
The Army Mediation Program tries to utilize a co-mediator approach for the Army Roster of Neutrals.
In some instances, a lead mediator with significant experience may be paired with a co-mediator who has little or no experience (but has been formally trained).
The lead mediator is provided with assistance of the co-mediator; the participants get the useful value of two mediator’s perspectives; the co-mediator gains experience; and over time, the Army increases its qualified mediator resources.
To advance this goal, periodically lead mediators will be observed by Army Roster Manager to evaluate qualification.
