Promoted into the Senior Executive Service in November 2002, Mr. Schmauder serves as the Deputy General Counsel for Installations, Environment and Civil Works (IECW) in Headquarters, Department of the Army, a position he has held since 2004. In 2021, Mr. Schmauder served as the Senior Official Performing the Duties of General Counsel. As the chief legal officer of the Army, Mr. Schmauder had responsibility for the delivery of legal services in support of Army missions world-wide. Upon confirmation of the new General Counsel in 2022, Mr. Schmauder assumed the position of Acting Principal Deputy General Counsel. As Deputy General Counsel (IECW), Mr. Schmauder provides counsel to the Secretary of the Army and other senior leaders on a broad range of activities, including Army installations, land and facilities management, energy resilience and sustainment, environmental compliance, water resources development, civil works construction, real estate acquisition and condemnation, base realignment and closure, as well as cultural and natural resources. Mr. Schmauder also advises Army leadership on all matters involving the administration of Arlington National Cemetery and Army cemeteries worldwide.
