About the Operations & Personnel Practice Group

The Operations & Personnel Practice Group provides policy and legal advice to the Secretary of the Army, the Army Secretariat, and the Headquarters, Department of the Army (HQDA) on a wide variety of issues, including: HQDA organization and structure; authorities and delegations; civilian personnel issues; intelligence policy and oversight; Freedom of Information Act and Privacy Act appeals; litigation oversight; medical policy and health issues; military awards and promotions; and Federal Advisory Committee Act compliance.


Freedom of Information Act

Persons interested in filing a Freedom of Information Act (FOIA) request should submit their request to the Agency or office that is most likely to possess the requested record, or to the Department of the Army's FOIA office website. If you desire to appeal a previous denial of a FOIA request, the appeal should be completed in accordance with the instructions provided in the initial denial letter and sent to the office that denied the request. Please do not send appeals directly to our office, as this will delay processing. For a complete understanding of the Army's FOIA programs, please see Army Regulation 25-55.
